I don't know which library systems you are talking about, but the vast majority of public libraries are underfunded. Most will not purchase self-published works. They usually will accept a donation of a print copy.
Libraries don't buy ebooks. They essentially rent them from Overdrive or Hoopla, etc. And they only keep paying for it if it circulates.
